You will serve as a MANAGEMENT ANALYST for the N1 Directorate at CSS Headquarters (HQ) in the CENTER FOR SERVICE SUPPORT.
Duties
You will serve as the civilian personnel and military manpower analyst responsible for coordinating all manpower directed changes throughout the Center for Service Support (CSS) domain.
You will plan, organize, and direct the activities of the Manpower Office, ensuring that the office complies with legal and regulatory requirements and meets the Center’s needs.
You will be responsible for planning and conducting comprehensive manpower and organizational analysis/studies of a wide diversity of organizations, functions, and work processes, and provide management consultation to improve effectiveness.
You will process all Manpower Change Requests, maintain contact with Officer/Enlisted TYCOM and PERS Placement and Interact with detailers regarding manning shortfalls and requested manpower changes/realignments.
You will perform data entry, submission, tracking, follow-up, and completion of action requests and required documentation utilizing applicable systems, programs, applications, and software.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and DON management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2) Knowledge of organization, programs, missions, and functions of DON organizations to conduct studies to determine manning and skill levels to staff element activities. 3) Knowledge of manpower resource management principles and techniques as they relate to base realignment and/or closure and contracting out studies. 4) Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations. 5) Possesses general knowledge of the types of positions and manpower needs within the competencies supported to facilitate timely and appropriate staffing determinations. 6) Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
