You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Systems Engineering Department and Research and Engineering Group of NAVAIRWARCENAC DIV.
The incumbent will perform journey-level Contracting Officer Representative's (COR) contract administration tasks involved with administering engineering services contracts (pre-award and post-award acquisition support) for Naval aviation and/or weapons system programs with emphasis on data handling and information management.
Duties
You will evaluate new program requirements imposed in the department and recommend courses of action for improving contracting management plans for both short and long-term strategies, goals and objectives.
You will manage coordination between the NAWCAD department managers and team members to meet the goals specified in contract Project Plans.
You will participate in project planning as required, providing input on approach and milestones.
You will analyze and develop naval acquisition contract schedules for maintenance, modifications, and follow-on efforts for all task orders.
You will have a comprehensive knowledge of Contracts administration procurement methods and procedures and be COR certified or able to become COR certified as provided in NAVAIR Instruction 4200.57.
You will conduct complex studies requiring application of advanced analytical and statistical methods and techniques.
You will provide technical advice, recommendations, and clarifications on statements of work.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Incumbent may be subject to obtain and maintain COR certified as provided in NAVAIR Instruction 4200.57.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying complex analytical skills to assess, refine and provide oversight for all activities necessary to optimize achievement of organizational goals and objectives;
2) Evaluating new program requirements in the department and recommends courses of action for improving contracting management plans for short and long-term strategies, goals, and objectives;
3) Developing and modifying methods for implementation and evaluation of various requirements management policies, processes, initiatives, regulations, programs and databases to monitor development and to update project schedules in the systems engineering support contracts;
4) Managing coordination between the NAWCAD department managers and team members to meet the goals specified in contract Project Plans; and
5) Participating in project planning as required as well as providing input on approach and milestones.
