The Administrative Officer i s a leadership position which oversees the Medical Administration Specialists (AODs), who are responsible for all administrative matters during other than regular working hours of the day, weekends and holidays. The AOD is the Medical Center's designee with the authority to manage after-hours staff to effectively resolve problems or questionable occurrences brought to their attention.
Duties
The incumbent will be primarily guided by the goals of Chief of Staff Office in planning, developing, coordinating, and managing its various programs, and assessing individual and programmatic adherence to those goals through devising and applying appropriate measures. This includes both qualitative assessment, such as internal outcome and process measures, and quantitative assessment, such as oversight of workload productivity, revenue generation, responsibility for financial accountability, and medical services and business analysis and support for both clinical and administrative contracts.
The incumbent will provide direct supervision to six administrative staff (Administrators on Duty). This responsibility includes: -Planning work to be completed by subordinate staff, and preparing schedules to complete tasks
Control the work schedules of the AOD office, ensuring 100% coverage
Evaluating the work of subordinates for completion utilizing the AOD log/CPRS note completion
Serving as the consultative expert for subordinate for work and administrative matters
Acting as liaison between AOD office and administrative services within the hospital
Interviewing possible candidates for open AOD positions, then recommending and processing hiring of selected candidates
Serving as the point of contact for employee issues and complaints, attempting to resolve said issues, and referring unresolved or group complaints to a higher-level supervisor
Arrange training for the group, whether for a new process/equipment or a refresher training on an established process
Implement minor disciplinary processes as needed, while identifying instances of serious wrongdoing and recommending other action to supervisors.
The AOD is the highest supervisory official for all employees who are on duty during irregular hours.
The individual will act as the primary management of the AOD Department, in coordination with the Executive Assistant to the Deputy Chief of Staff. This includes serving as consultative to Chief of Staff and Deputy Chief of Staff. In addition, this will include investigation of complaints made by employees, determine appropriate corrective actions and resolution at the lowest level.
Incumbent maintains current bed inventory utilizing the Bed Management System (BMS) and monitors bed availability for treatment needs. Incumbent provides the daily report/log of all the activities occurring during the tour of duty. Incumbent briefs oncoming shift of events.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyze reports, will gather information using appropriate techniques to analyze personnel reports, budget reports, and past studies to maximize the efficiency of the Medical Administration functionality. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. No special physical demands are required to perform the work.
