About the Position: Serve as the senior Cyberspace Electromagnetic Activities (CEMA) Planner in the Operations and /or Planning Division of the Protection Directorate. Responsible for providing the highest level of technical planning, policy, and training advice through coordination and personal contacts with variety of staffs and stakeholders important to USARNORTH and USNORTHCOM.
Duties
Participates in the development of detailed Protection and CEMA Operations Orders, Operations Plans, Warning Orders, and Fragmentary Orders.
Employs the Army Operations Process, the Joint Operations and Execution System, and the Integrated Joint Special Technical Operations System to develop detailed OPLANS and OPORDS supporting Joint Warfighter Cyberspace operations requirements.
Conduct strategic, operational, and tactical level planning to develop and maintain contingency and crisis action plans in support of Homeland Defense and Defense Support of Civil Authorities (DSCA) operations.
Applies Joint, Service, and Inter-Agency planning and operational experience to conduct strategic, operational, and tactical level planning to develop and maintain contingency and crisis action plans in support of Homeland Defense operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain eligibility of a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
- Incumbent maybe required to submit to Counterintelligence Polygraph if required.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- The incumbent may be subjected to short notice recall.
- Incumbent must be able to travel frequently related to the duties of the position to attend planning meetings or conferences in connection with homeland defense operations, planning or exercises.
- Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
- Incumbent will maintain proficiency and situational awareness in the areas of Homeland Defense and Civil Support and may be required to continue or complete formal and informal training and knowledge of publications and systems.
- Will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours) by multiple means of ground and air transportation, as directed by the Secretary of Defense.
- Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress.
- Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing and equipment, or equivalent clothing and protective equipment.
- Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
- Temporary Duty Travel (TDY) of up to 25% of the time may be required.

Specialized Experience: One year of specialized experience which includes review and provide guidance and recommendations for the integration of battlefield cyberspace operations systems, and associated tactical communications equipment/systems supporting space and cyberspace capabilities employment, doctrine, and training requirements; Establish priorities, and coordinate assessments of, new cyberspace and space operations techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
