About the Position: The incumbent will manage and oversee SDDC transportation systems, including the development, implementation, and evaluation of programs like GATES, Handheld Devices, and Joint Container Management for booking, documentation, and in-transit visibility.
Duties
Manage functional oversight of SDDC transportation systems to ensure mission success.
Develop and/or implement policies for efficient and effective transportation operations.
Evaluate and test transportation systems to ensure capability and compliance with requirements.
Oversee budget planning and coordination for operations.
Ensure accurate and timely data for cargo movement and tracking requirements.
Monitor terminal operations to support cargo booking and movement management.
Provide customer support on transportation system issues and challenges.
Prepare contract documents and ensure compliance for transportation-related contracts.
Serve as Contracting Officer Representative (COR) or Alternate COR.
Evaluate the effectiveness and efficiency of the contract and acquisition processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position may require rotating shift work to provide coverage on evenings, weekends, holidays, or special situations.

Specialized Experience - GS11: One year of specialized experience which includes: (1) Facilitating transportation coordination during emergency responses; (2) Preparing transportation reports for leadership review; and (3) Providing technical guidance on transportation systems and readiness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Specialized Experience - GS12: One year of specialized experience which includes: (1) Leading transportation operations to support complex missions; (2) Implementing advanced logistics/transportation strategies to enhance readiness; (3) Developing and monitoring transportation budgets at the organizational level; (4) Evaluating transportation policies to align with organizational goals; (5) Preparing and/or Reviewing contract negotiations with transportation service providers; and/or (6) Directing the development of transportation training programs for personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level (GS-12), you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
