About the Position: Serves as the Lead Budget Analyst for the Army Contracting Command located at Redstone, AL.
Duties
Execute Operations and Maintenance Army (OMA) funds to complete program budget mission requirements.
Provide advice of all aspects of Congressional legislation, regulatory directives, and procedural requirements for the formulation, justification, presentation and execution of the assigned appropriations.
Provide budget execution analysis supporting programs through continual analyses and interpretation of Congressional legislation and Office of Management and Budget (OMB) directives.
Serve as Senior Budget Analyst and Team Leader responsible for the total spectrum of programming, planning, and budgeting functions of the Command for all appropriations.
Assign projects to team members in order to meet mission requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Business travel required 10% of the time.
- DoD Financial Management Certification level 3 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes 1) Developing budgets by analyzing Command mission programs/requirements; 2) Monitoring the execution of the Command's budget; 3) Utilizing financial automation systems for budget execution; AND 4) Reviewing annual appropriations and authorization acts to determine if changes are needed in public law. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
