This position is an Administrative Officer located within Department of Education. The AdministrativeOfficer is responsible for a broad range of functions and responsibilities essential to the efficient utilization of Agency resources and the management and direction of administrative programs within the Principal Office.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Administrative Officer, GS-341-15, you will be responsible for:• Preparing, interpreting and applying Federal laws, regulations, policies, procedures and directives governing a wide range of administrative functions, including personnel management, preparing and executing budgets, travel, and space, continuity of operations, facilities and asset management. Formulating office policies related to administrative and management matters. Updating and clarifying such positions on a continuing basis. • Responsible for the overall formulation, presentation, justification, and execution of the Principal Offices Salary and Expense (S&E) funds and executing a program budget in excess of $1.7 billion or more per year. Serving as Principal Contracting Officer for small purchases, and contracts for support services and equipment. Providing direction and oversees the development of the annual Acquisition Plan.• Providing direction, supervision, and managerial authority to team supervised; sets priorities, advising on operating program goals and objectives, and making decisions to resolve work problems presented by subordinate personnel. • Performing organizational, productivity, workforce, and other special analyses which result in specific recommendations to effectively correct/eliminate discrepancies in workforce.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience interpreting and administering federal laws regulations, policies, and procedures in all administrative program areas. Must include: budget formulation and execution; contracts administration, facilities management and Human Capital/Human Resources Management.
2. Experience working with organization senior leadership to develop and execute strategic goals and targets to accomplish the organization’s priorities regarding all administrative program areas such as budget formulation and execution; contracts administration, facilities management and Human Capital/Human Resources Management.
3. Experience managing a multi-million-dollar administrative budget and developing and recommending meaningful alternatives to help meet the mission to ensure an organization remains a high-performing.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to lead teams, manage and delegate work processes, and lead collaboration with internal and external partners.4.
