The incumbent is the Administrative Officer for Geriatric Extended Care, Patient Care Services, Montana VA Health Care System (MTVAHCS) located at Ft. Harrison, Montana. This incumbent is responsible for providing or obtaining, analyzing, and improving a variety of management services essential to maximize the efficiency and effectiveness of the service/organization.
Duties
Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken.
Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.
Encourages self-development.
Works closely with Human Resources Management Service for classification, filling vacant positions, employee grievances and employee relations
Coordinates personnel actions for all employees in the service, maintains personnel-related records, establishes performance standards/competencies, writes position descriptions & functional statements, provides human resource advisory services to other managers/ supervisors, and handles matters involving recruitment, promotion, awards, position classification, training, counseling, disciplinary actions, grievances, dispute resolution etc.
Oversee and lead the administrative aspects of a service line. This consists of various functions to include but not limited to records management, administrative standard operating procedure, internal administrative controls, and maintains and practices fiscal responsibility.
Assures internal-systems and procedures for carrying out the service's administrative functions to meet the requirements of balancing costs, benefits, productivity and effectiveness.
Provides administrative advice to section chiefs and clinic managers in a healthcare facility.
Work closely with the clinic managers and staff to coordinate boarding of nurses across service line.

Oversees and recommends strategic direction, business planning program development, quality management, organization and the implementation of the Geriatric Extended care nursing operation services programs to derive efficient and effective operations, often working across department lines.
Serves as Project Team Member for the negotiation and purchase of capital equipment. Secures proper justification when submitting supply requisitions. Procures and receives supplies and services. Develops a comprehensive service level equipment purchasing program to replace equipment in a scheduled manner, ensuring the delivery of quality care.
Prepares and processes acquisition requests. Plans and executes office moves.
Prepares and/or reviews supply and non-expendable property purchase orders including orders for computer equipment, software, and other specialized equipment. Assists service staff in assessing computer equipment and software requirements for multiple patient electronic medical record systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversee and lead the administrative functions of a service line such as records management, administrative standard operating procedure, internal administrative controls, and maintains and practices fiscal responsibility; Oversees the formulation and execution of a financial operating budget within a healthcare facility ensuring data accuracy and the monitoring of obligated funds.; Performs Program Management for service line staff by ensuring training compliance, maintaining access requests, maintaining and tracking program data with spreadsheets; Knowledge of polices and regulations related to personnel management; Develops position descriptions/functional statements and organizational charts; Collaborates with Human Resources in problem-solving on various recruitment challenges.

To qualify based on education for this grade level you must have Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
