The incumbent is the Administrative Officer (AO) for Specialty Service, Chief of Staff Services, VA Montana Health Care System (VAMTHCS) located at Ft Harrison, Montana. S/he has administrative oversight of Specialty Care services at the Ft. Harrison VA Medical Center. Services/sections under the Specialty Care Service line include Inpatient Medicine, Pulmonology, Respiratory Therapy, Oncology, Infusion Clinic, Pathology and Laboratory Medicine, and Radiology.
Duties
As the Administrative Officer for Specialty Care, your duties will include but are not limited:
Responsible for providing or obtaining, analyzing, and improving a variety of management services essential to maximize the efficiency and effectiveness of the service/organization.
Performs and is competent in several administrative fields: management/performance analysis, internal controls, publications, forms and records management, human resources management, workforce utilization, and financial management.
Coordinates assigned functions with managers/supervisors responsible for the direction of the department/service.
Act as professional liaison for the service, interfacing with vast activities within the VAMTHCS community.
Participates with leadership to address issues, resolve problems, and provide recommendations for correcting or improving the service's/organization's overall performance and function.
During the absence of the Associate Chief of Staff, Specialty Services, the AO will cover for non-clinical administrative issues/meetings/activities.
Responsible for providing or obtaining a variety of management services essential to the direction and efficient operation of the service.
Directly assists the ACOS Specialty Care and performs critical work in several vital functions/services not limited to but including forms and records management, publications, report management, human resource management, fiscal and contract management, workforce utilization, and administrative processes and procedures.
Coordinates assigned functions with ACOS Specialty Care and/or clinic managers within the service.
Work Schedule: Mon-Fri, 8:00am- 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Substantial knowledge of medical terminology to communicate effectively with medical personnel and to address patient concerns, complaints, and other feedback regarding the services both medical and administrative and organizations the incumbent supports.; Knowledge of grammar, spelling, punctuation, and required formats, and skill in advising and instructing clerical personnel in subordinate staff activities concerning the preparation of correspondence, office procedures, and interpreting new instructions and procedures.; Knowledge of administrative management and HR concepts and practices sufficient to make changes in administrative polices and ability to devise and install office practices to improve office efficiency (RESUME MUST SUPPORT THE EXPERIENCE CLAIMED. WE CANNOT ASSUME EXPERIENCE, SO BE CLEAR AND THOROUGH IN DESCRIBING EXPERIENCE AND INCLUDE START/END DATES; HOURS WORKED PER WEEK). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience but less than one year, and have more than one year but less than two years of graduate education. Compute the percentage of these requirements, and the total must be at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some physical effort may be required.
