This position is located within the Patient Care Service for the Montana VA Health Care System and is responsible for providing oversight and administrative services essential to maximize the efficiency and effectiveness of the medical center and outlying clinics.
Duties
Duties include, but are not limited to:
Oversees the Administrative Management Program to include records management, operating procedures, internal controls, contracting and fiscal responsibilities.
Maintains comprehensive spreadsheets and databases to provide information used in making service line decisions and preparing reports; insures internal systems and procedures for carrying out administrative functions meets the requirements of balancing costs, benefits, productivity and effectiveness.
Develops short/long-term range plans relating to organizational structure, program planning and development, performance management and improvement, employee relations and financial management and administrative services.
Oversees formulation and execution of service operating budget to accomplish clinical, educational and administrative outcomes for the service.
Serves as the Contracting Officer Representative (COR) for service contracts; insures compliance with all requirements, payments and schedules.
Supervises the equipment inventory of all property assigned to the service; prepares cost estimates for projects or activities; oversees planning, coordination, development, implementation, promotion and advancement of any new programs.
Evaluates guidelines and gathers information through data and management interviews to determine staffing needs; prepares reports with justification for FTEE requests.
Serves as key point of contact in workforce utilization to ensure recruitment and retention within approved ceilings.
Guides service line leadership and supervisors on performance appraisal requirements; knowledge of forms required, appraisal period cycles and rules and regulations of appointment types.
Designated as the Paid Enhancement for VA Nursing Outcomes Database (VANOD); oversees training requirements, timekeeper and supervisor access keys, Nursing 201 file and releases PEV records.
Serves as the administrator for the AcuStaff software; adds, removes and maintains database of personnel scheduled; prepares reports as requested.
Provides input for the Decisions Support System (DSS) and utilizes personnel interviews and surveys to analyze the root cause of a problem; research and recommend effective solutions, implement change and monitor outcomes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday; Varied (between the hours of 7:00am-5:00pm)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education for the GS-9 grade level as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and understanding of management principles, practices, methods and techniques; skill in integrating management services within the organization; skill in applying analytical techniques and evaluative methods to issues or studies concerning all administrative and related management matters to improve efficiency and effectiveness of operations; knowledge of human resource management principles and practices pertaining to personnel management, organizational structure, staffing position management, manpower utilization and training issues; knowledge of methods and procedures, mission requirements, program goals and objectives, regulations, pertinent laws, policies and precedents which govern administrative operations; skill in planning, scheduling and conducting projects and studies to evaluate and recommend improvements; skill in developing new or modified work methods, records and files, management processes, staffing patterns and automated work processes for administrative work functions; knowledge of budget execution to determine whether obligations, expenditures and requested allotments are within funding limitations in approved budget. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond the graduate level as described above to meet total requirements.
You may qualify based on your experience and/or education for the GS-11 grade level as described below:
