The Administrative Officer for Specialty Care is responsible for providing or obtaining, analyzing, and improving a variety of management services essential to maximize the efficiency and effectiveness of the service/organization. Performs and is competent in several administrative fields: management/performance analysis, internal controls, publications, forms and records management, human resources management, workforce utilization, and financial management.

Duties

Include but not limited to: Responsible for providing or obtaining a variety of management services essential to the direction and efficient operation of the service. Assists the ACOS Specialty Care and performs critical work in several vital functions/services. Participates with ACOS Specialty Care to identify and address issues, resolve problems, and provide recommendations for correcting or improving the service's overall performance- administrative oversight of department administrative staff. Plans, develops, and executes the services' Administrative Management Program. Maintains comprehensive spreadsheets and databases to provide information used in making department/service decisions and in preparing reports. Validates data, accesses, and pulls reports for review and offers recommendations regarding data information to ensure or improve service success and performance. Develops long and short-range management plans relating to organizational structure; program/service planning; development and administration of process improvements; human resource planning and development; performance management; employee and customer relations; financial management and administrative services. Coordinates activities of Specialty Care Services to assure congruency with overall VAMTHCS operations. Conducts various administrative information flow studies, administrative work processes reviews, procedural reviews, improvement studies, etc., to provide the ACOS Specialty Care with recommendations for ensuring optimum utilization of available resources. Oversees the formulation and execution of the Specialty Care Service's operating budget. Serves as the COR for service contracts within Specialty Care Service and ensures compliance with all requirements listed within the contract and verifies, certifies, and tracks payments for services received. Develops position descriptions/functional statements and organizational charts for the service. Responsible for establishing annual performance plans for Specialty Care Service's employees and ensuring competencies are monitored and documented. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: use of advanced management and organizational principles and practices, both qualitative and quantitative, for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, technical and clinical programs, with comprehensive knowledge of mission, organization, and work processes of healthcare delivery systems and operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level. You will be rated on the following Competencies for this position: Administration and ManagementFinancial ManagementPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required. Work Environment Work is typically performed in an adequately lighted and climate-controlled office.
