Duties
This position is located within the Department of the Interior, Office of the Secretary (OS), Office of Budget, OS Budget Office - Working Capital Funds located in Washington, DC..
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1Performs budgetary planning and analysis functions for assigned areas of responsibility. Interprets budget policy, coordinates and plans budget services, management of resources and forecasts budgetary trends and activities.
Participates in the Department's funds allocation process including funds control procedures, apportionments, funds execution, internal controls and reporting for all types of funding including appropriated funds, mandatory funding, discretionary funding, reimbursable funding, working capital funding, franchise funds and collections of all types including receipts, fees, rents, and bonuses.
Compiles, consolidates, reviews, and performs analysis on budget estimates for OS Activities. Evaluates data obtained for consistency with previous estimates, current levels of operation, and legislated projections.
Conducts detailed budget execution analysis, including the development of recurring budget execution reports, such as Mid-Year Reviews and develops high-level analysis for review by the OS Budget Officer.
Provides concise and timely budget execution analysis of financial and legislative issues including impact of new initiatives, legislation, and/or policy, implementation of OS Budget initiatives, and crisis assistance.
Coordinates all budget formulation matters for assigned activities and initiatives. Performs full range of duties associated with budget formulation, including presentation, and execution of assigned accounts and initiatives.
OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14 $139,395.00 - $181,216.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience:
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must meet all.
Applies budget policies, procedures, and regulations to create budget formulation and execution for an organization;
Evaluates budget formulation documents for an organization to ensure consistency and accuracy;
prepares multi-year budget requests for an assigned area;
Identifies and analyzes trends to inform budget projections and estimate future funding needs; and
Utilizes budget databases to extrapolate data to be used in data calls and reports.
