The primary purpose of this position is: To support the Deputy Assistant Secretary of the Air Force (Installations) to provide policy, oversight, and technical guidance of the Department of the Air Force (DAF) Mission Sustainment/Encroachment Management program, to include DAF energy siting reviews.
Duties
Applies expertise to manage development, interpretation, and implementation of policies and procedures regarding the DAF mission sustainment/encroachment management and mitigation program.
Applies expertise to development for the Deputy Assistant Secretary for Installation on compatible land use/development, encroachment management and mitigation.
Maintain Continuous liaison with other SAF/HAF counterparts, DoD offices, Military Components, Congress, all appropriate government agencies and private planning organizations, as well as state and local government agencies to implement the DAF Encroachment Strategy and mitigation initiatives and to integrate mission sustainment and encroachment management.
Prepares and presents high level briefings of conclusions (many will be highly subjective and not readily susceptible to verification until actual operational situations are encountered).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced management and organizational principles and practices and qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, cost. Knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide Planning, Programming, and Budgeting System guidelines and advisory services in support to long-range Air Force war, mobilization, deployment, and similar operations planning efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD and Air Force instructions and policies, Executive Orders, and Federal Rules, regulations, the DAF Corporate Structure and the Federal Planning, Programming and Budgeting System.
2. Ability to communicate effectively, whether orally or in written correspondence. Must possess ability to brief Senior Leadership with a high degree of confidence and professionalism, advocate and express facts and ideas in a convincing manner and negotiate with others internally and externally.
3. Skill in analyzing new or proposed legislation or regulations to determine impact on program operations and management.
4. Ability to develop and maintain good working relationships and solid lines of communication with DoD, members of Congress and their staffs and external non-DoD agencies to include Federal agencies and state/local municipalities.
5. Ability to plan, organize, and guide the required functions; mentor, motivate, and apprise the staff of an organization; and foster the high ethical standards in meeting the organization's vision, mission, and goals.
6. Knowledgeable in AFSO21 principles to implement process improvements; will participate in Lean and Rapid Improvement Events as required, regularly attend conferences, seminars, and training workshops to provide training as well as receive training.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
