You will serve as a LOGISTICS MANAGEMENT SPECIALIST (WORK INTEGRATION LEADER) in the Work Integration Branch (C301.22), Operations Department (C300), OPERATIONS EXECUTION MANAGER of NORFOLK NAVAL SHIPYARD.

Duties

You will serve as the Logistics Management Specialist (Work Integration Leader). You will be responsible for serving as the manager of Non-Shipyard Work (NSW) for complex ship overhaul, repair, and conversion projects. You will work on projects such as: nuclear and non-nuclear work on surface craft, submarines, and aircraft carriers. You will be responsible to integrate all work performed by contractors, ships force and any maintenance providers other than the shipyard, with shipyard work during depot level Chief Naval Operations (CNO) and other major availabilities. You will coordinate the work of the Work Integration Group, and coordinate training of the Ship's Force Availability Team. You will ensure an up-to-date fully integrated schedule is issued and maintained, liaison with the various maintenance organizations responsible for Non-Shipyard Work (NSW). You will conduct ongoing risk assessments regarding all NSW. You will actively participate in defining NNSY direct contracted work to ensure proper integration, including work control and habitability issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Willing and able to lift and/or carry loads/items up to 60 pounds in weight.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with naval vessels, shipyards and non-shipyards, and other maintenance providers. Experience with project management (to include but not limited to scheduling, maintenance, cost, production). Experience with risk management; conducting risk assessments and making recommendations for risk mitigation. Experience establishing and maintaining effective working relationships with ship's force, contractors, supervisors, leaders and others. Experience with contracts, safety, work control, facilities/services, integration issues. Experience with speaking/briefing at conferences, meetings, and personnel. Successful completion of a Ph.D. or equivalent doctoral degree,

Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree,

Successful completion of LL.M., if related.
