You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (POLICY AND PLANNING) in the INFORMATION SYSTEMS DEPARTMENT (TRFKB-600), TRIDENT REFIT FACILITY (TRIREFFAC-KB) of TRIREFFAC KINGS BAY.
Duties
You will be responsible for the initiation, direction, technical management, and execution of the mission, programs, and operations of the Information Systems Department.
You will analyze workload projections and requirements as defined by ship schedules, maintenance/Logistic Data System (LDS) feedback.
You will schedule intermediate maintenance, and other sources in order to define, schedule, and properly plan for near and long-term information systems operations and requirements.
You will oversee the management of ongoing day-today operations of multiple computer systems through subordinate supervisors.
You will direct the analysis, design, development, installation, and maintenance of system software for TRIREFFAC information system equipment including telecommunications.
You will oversee the development and maintenance of TRIREFFAC-KB’s Information Systems Security Plan in accordance with established Navy guidelines and directs the performance of other information systems security-related duties.
You will directly supervise division managers and office administrative assistant/secretary personnel.
You will assist the IT Director with assigning program responsibility, allocating resources, and explaining broad policy and planning program goals.

- This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role of CYBER POLICY AND STRATEGY PLANNER proficiency level ADVANCED and;
- as a condition of employment, the incumbent is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber
Workforce Qualification and Management Program, February 15, 2023, and supporting Department of Navy policies.
- This designation requires the incumbent to: Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment;

- Participate in continuous professional development program as described in DoDM 8140.03.
- An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.
- Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.
- Acknowledge responsibilities in writing via command designation letter. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with Cybersecurity Risk Management Framework concepts and disciplines, Experience in IT Policy and Planning at the organization level. Mastery experience of information systems and networking hardware developments, software applications and programming languages to provide expert technical advice, guidance, and recommendations on critical information system issues. Extensive IT experience organizing, conducting, directing and completing projects applying a wide range of IT methods to gather, analyze, and evaluate information concerning IT systems and command functions, drawing conclusions, and recommending and/or implementing appropriate IT action. In-dept experience with information system equipment, materials, methods, and processes associated with major information systems and network support operations to ensure the integration of information system programs and services and develop solutions to integration/interoperability issues. Experience supervising, to direct large segments of an IT department and team.

IT-related experience demonstrating this competency include: Providing advice, counsel, or instruction to individual employees or customers on both technical and administrative matters.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluates current IT systems to develop recommendations for improvements in IT management.
