You will serve as a Human Resources Specialist (Employee Relations) in the Office of Civilian Human Resources (OCHR) Policy and Programs Division, OCHR WASHINGTON DC.

Duties

You will develop and prepare policies, plans, programs, and guidance within the assigned programs and identify the need for new or revised injury compensation guidance. You will keep apprised of frequent changes and/or problems in administering assigned programs (injury compensation, unemployment compensation). You will analyze program objectives and formulate action plans necessary to ensure short term and long range objectives are accomplished. You will develop and conduct assessments to ensure compliance with statute, executive order, OPM and/or DoD regulations. You will evaluate different issues impacting the program and provide recommendations for action. You will provide assistance in the formulation and development of civilian personnel strategic planning and analyze program effectiveness. You will manage Navy's injury compensation and unemployment compensation programs.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing major policies, plans or programs related to labor relations; Experience conducting analysis of labor relations issues to develop quality and consistency throughout the organization; and Experience developing and administering human resources policies, processes, and procedures for employee relations and employee development programs GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing, evaluating, and developing employee relations/employee development program goals and objectives; Experience presenting effective oral and written presentations to enhance the image of the organization; and Experience exercising judgment to analyze employee relations problems and develop feasible options.
