Duties
As a Supervisory Program Analyst (Equipment Director) you will be responsible for the following duties:
Supervises a team of property and equipment experts within the Office of the Under Secretary of Defense for Acquisition and Sustainment and under the general direction of the Deputy Assistant Secretary of Defense for Logistics.
Develops functional policy guidance issuances on DoD Internal Use Software (IUS) Accountability, Non-Tactical Vehicle (NTV) Accountability and Management, and General Equipment (GE) Accountability and Management
Ensures DoD Components GE accountability and management systems are Chief Financial Officer (CFO) and Joint Financial Management Improvement Program compliant and support the concept of operations.
Facilitates and ensures effective development, proper implementation, and delivery of the Defense Property Accountability System (DPAS) including the acquisition, procurement, and financial management systems of the Military Departments.
Creates, monitors, and reports metrics to rate Components progress toward implementing the inventory and related property/equipment accountability business rules and zero emission vehicle acquisition
Develops and coordinates Office of the Secretary of Defense responses to the Government Accounting Office and DoD Inspector General audits and identifies opportunities for improved controls.
Meets with key stakeholders and coordinating officials to assess customer needs, training requirements, and satisfaction and explains organizational policy and procedures.

- This is a Critical Acquisition Position. This position requires a Life Cycle Logistics, Foundational, acquisition certification. The incumbent has 36 months to achieve this certification.
Qualifications
To qualify for a Supervisory Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Provides direction to a professional and technical staff and ensures a viable planning structure and system of priorities and scheduling to meet requirements and objectives.
Evaluates organizational structure and determines management policies and direction, and keeps employees informed of management goals and objectives.
Plans, directs, and/or determines and revises long-range plans, goals, strategies, and objectives of the assigned systems and programs
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
