Duties

Responsible for developing, coordinating and maintaining an integrated system of Budget Execution via the Financial Management Information System (FMIS) for the entire Federal BOP which consists of Central Office (Headquarters), six (6) Regional Offices, two (2) Law Enforcement Training Centers, and 100 field installations. Responsible for monitoring the results of budget execution and formulation input from Central Office Administrators, Regional Comptrollers, and in coordination with the Controller of the Management & Specialty Training Center. Responsible for the formulation of Annual Budgets for all BOP facilities using the established equity formulas by management program area (i.e. Food Service, Medical), and coordinating with Facilities Staff (Headquarters & Regions) the Annual B&F Budget requirements in the FMIS System. Provides technical assistance to BOP field installations in maintaining the Financial Management Information System (FMIS) and responsible for future development of enhancements to the system. Responsible for the continued development, revision, and implementation of the BOP policy relating to the FMIS system (Distributed Budget Module - Manual).

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. GS-12: There is no substitution of education for specialized experience at these levels. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11: Experience in analyzing and evaluating program plans and funding. Experience in providing training and/or technical assistance on budget reprogramming actions, policies, principles and procedures. Experience in compiling, developing and analyzing various fiscal reports and projections, and making recommendations on fiscal matters. GS-12: Experience providing technical advice on Budget Execution Operations, annual budget requirements, annual obligations, operating costs, special projects, and other budget information. Experience reviewing appropriations through completion of Office of Management (OMB)required Quarterly Budget Execution and Call Reports, reports on Budget execution (SF-133’s and SF-225’s), quarterly Department of Justice (DOJ) Status Reports, Obligations and Expenditure reports. Experience in preparing reports, analyses, studies covering a wide range of program areas for Executive Staff review and consideration of current year and out year budget priorities. Experience providing technical assistance to field installations in maintaining the Financial Management Information Systems (FMIS) and development of enhancements to the system. ORCombination of Education and Experience:GS-11 only:Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
