You will serve as a SECURITY OFFICER for COMMANDER - NAVAL INSTALLATIONS.

Duties

You will develop and maintain a Continuous Evaluation Program to verify personnel maintain their eligibility for a security clearance to access classified information or for their assignment to a sensitive position. You will author written policies and procedures to resolve security issues and problems.. You will ensure command training is conducted and current. You will provide briefs to top-level officials on security matters.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Travel to attend meetings and conferences and conduct inspections at various locations throughout the world may be required on occasion.
  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilize expert knowledge of Navy security programs, regulations, policies and operating instructions in order to assist in complex decision-making and policy formulation. 2) Interpreting security policy requirements, concepts and principles to solve complex issues and develop issues. 3) Planning, organizing, and directing a major security program. 4) Provide training and briefing top-level officials on security matters. Specialized experience must demonstrate the following: 1) Developing security plans and procedures. 2) Monitoring security procedures to ensure compliance with policies and regulations. 3) Analyzing security procedures to identify areas in which improved security measures are required. 4) Providing security training to personnel and management.
