You will serve as an Administrative/Technical Specialist in the Cybersecure Hull, Mechanical and Electrical Control Systems and Networks Department, Code 50 of NSWC PHILA DIV.

Duties

You will perform financial, budgetary and administrative support to evaluate the effectiveness, productivity and efficiency of the Department's programs and administrative operations/functions. You will prepare financial/budgetary reports and coordinate presentations for leadership discussion. You will be responsible for the preparation and maintenance of organizational charts, Department Teams pages and Sharepoint pages. You will find and recommend solutions to management to reduce administrative burden to the workforce and improve workflows using available digital tools. You will be responsible for coordinating administrative policies and procedures, and providing direction on implementation of administrative and clerical work. You will be responsible for receiving, reviewing, routing and tracking correspondences coming through the Department, and be knowledgeable of required formatting and procedural process across the Command. You will be responsible for the maintenance and oversight of the Department's records and be knowledgeable about the Command's records management policy. You will act as the Department's point of contact for data calls and develop efficient ways to collect and compile data. You will communicate with administrative and management staff in regards to compliance requirements, such as mandatory training, PS/OH errors, travel vouchers and updated program policies.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing analytical advice on administrative matters (e.g., personnel actions, position management, training and performance appraisal systems) to ensure organizational administrative processes, procedures and systems. NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-5/8 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing progress towards reaching objectives and identifying problems that impact continuity of operations. Qualifying experience may include: selection and application of analytical techniques and skills in obtaining, developing and presenting facts and information in a clear, concise and logical manner; knowledge of the organization's programs, goals and objectives, work processes and administrative operations; ability to communicate orally and in writing in order to maintain customer relations; or knowledge of pertinent laws, regulations, instructions, policies and precedents affecting the use of administrative support functions such as financial or budget. Education

The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

The following education may be substituted for specialized experience at the NT-03:
A master's or equivalent graduate degree.
OR
Two full years of progressively higher-level graduate education leading to such a degree.
OR
LL.B. or J.D. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
