The primary purpose of this position, SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, NH-0018-02, is to perform work in a broad range of ground safety program elements, such as inspections/surveys, evaluations, mishap investigations, and safety training.

Duties

Perform a broad range of safety and occupational health duties in one or more areas of ground safety and occupational health. Plan and carry out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses covering a wide range of work operations. Develop specialized operating practices, modifying or departing significantly from standard techniques when necessary, based on interpretation of policies, standards, and regulations. Review plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitor project through completion to ensure compliance with safety codes and standards.   • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the Safety and Occupational Health Management Series 0018. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GENERAL EXPERIENCE: Applicants must have at least 1 year (52 weeks) of general experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. General experience is described as experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described below. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a 4-year course of study leading to a bachelor's degree, with a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. General experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a post-high school education may be used to qualify applicants for the NH-02 level. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and formal reporting procedures; and risk assessment methods and techniques for evaluating normal occupational safety and health risks. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards; standard training techniques methods, and materials sufficient to develop and present formal training and instructional sessions. Knowledge of Department of Labor and Air Force occupational safety and health standards, procedures, methods, techniques, and regulations sufficient to assist subordinates in identifying and evaluating complex safety and occupational hazards in a wide variety of high safety risk activities involving industrial and manufacturing operations. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
