The primary purpose of this position is to the base level ground safety and occupational health program for a complex multi mission installation involving diverse ground, aviation and industrial safety and occupational activities and provide advisory safety services to a number of tenant organizations.

Duties

Plan, direct, coordinate and evaluate activities necessary to overall management of a diverse ground safety program affecting a complex multi mission installation and tenant command organizations. Plan investigations and analyze mishaps and hazardous conditions to determine origin, causes and contributing elements and prepare written evaluation reports concerning findings. Prepare supplements to regulations and manuals and develop specialized local regulations defining mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies. Review plans and specifications for new construction, major building alterations and/or changes in installation equipment and monitor project through completion to ensure compliance with safety codes and standards. Develop and provide technical safety training instruction to advise employees and/or unit safety representatives on a wide range of work operation areas such as traffic safety techniques, proper storage of hazardous materials, laboratory hazards, and building evacuation procedures.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; and inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards, training of workers, advisors, managers, or other safety and occupational health personnel, and safety or occupational health subjects; work in occupational fields such as industrial hygienists safety engineer fire prevention engineer health physicist and occupational health nurse. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation ground safety program; the requirements, methods and techniques of accident and mishap, investigation, analysis, resolution of safety problems, and formal reporting procedures and risk assessment methods and techniques for evaluation of occupational safety and health risks. Knowledge of basic construction standards, methods, practices, techniques, materials and equipment to determine compliance with regulations and standards. Knowledge of the standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities Ability to plan, organize, work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical demands. Work requires regular and recurring physical exertion related to frequent on site inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements. Occasionally there may be a need to lift or carry moderate up to. 24 lbs. The work may require some degree of agility and dexterity when it involves inspecting construction sites. Work environment. Work involves regular and recurring exposure to hazards, unpleasantness and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures from steam lines. Protective equipment and clothing may be needed, including hard hat or appropriate safety shoes, earmuffs or plugs, goggles, respirators, and gloves. Work may require occasional travel away from the normal duty station.
