The primary purpose of this position GS-0018-12, Safety and Occupational Health Manager is to to manage the base-level ground safety and occupational health program for a group installation involving diverse organizational activities and advisory safety services to a number of tenant organizations.

Duties

Plan, direct, coordinate, and evaluate the overall management of ground safety programs affecting multi-mission installation and command organizations. Plan investigations and analyze mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepare written evaluation reports concerning findings. Review plans and specifications for new construction and installation equipment. Monitor project through completion to ensure compliance with safety codes and standards. Prepare regulations and manuals and develop specialized local regulation defining mishap prevention, handling, and storage procedures based on interpretation and adaptation of higher command instructions and policies formulated by other organizations. Develop and provide technical safety training to supervisors, employees, and unit safety representatives on a wide range of work operations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management and IOR Safety and Occupational Health management Series 0018 . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. An example of creditable specialized experience includes: managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; and inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards, training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects, work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. 2. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. 3. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. 4. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work requires regular and recurring physical exertion related to frequent onsite inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, and stretching, reaching, or similar movements. Occasionally, there may be a need to lift and carry moderate up to 24lbs. The work may require some degree of agility and dexterity when it involves inspecting construction sites. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. WORK ENVIRONMENT: Work involves regular and recurring exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperature from steam lines. Protective equipment and clothing may be needed, including hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves.
