About the Position: This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position is in the DE-03 pay band.
Duties
Duties require the ability to perform the complete planning, programming, and budgeting and execution of an assigned organization, to include budget formulation, presentation, and execution of an annual budget involving one or more appropriations.
Assignments may involve developing resource documents, conducting studies to compare current findings with historical data, monitoring an organization's resource allocations, or conducting interviews with managers or employees to obtain information.
Analyzes interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs/projects of an agency.
The nature of the work can involve frequent (almost daily) contact with representatives from higher headquarters within the organizational chain, and to communicate project or program results at high levels within and outside the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 5% of the time.
- Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- FINANCIAL MANAGEMENT Level 2 Certification.

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Executing funds according to fiscal law, regulations, policies, and/or procedures for the organization; 2) Monitoring obligations of funds against budget to ensure expenditures are within the amount allocated; and, 3) Preparing a variety of reports about the status of funds, expenses, and obligations for budget request. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02 or GS-11).
