The primary purpose of this position, Equipment Specialist (Missiles and Electronic) GS-1670-09 Target 11 is to serve as the Technical Manager and perform a wide variety of technical functions in the support of assigned Missile electronics systems/subsystems.

Duties

Under the direction of the single manager (SM) or IPT leader or supervisor, perform duties involved in the acquisition phase. Under the direction of the single manager (SM), supervisor, IPT leader perform a variety of duties involved in the production phase of new or modified equipment. Under the direction of the single manager (SM), SSM or IPT leader perform a variety of duties involved in the operational phase of equipment/systems. Perform duties involved in the disposal of equipment from the inventory due to lack of contractor support, no longer needed, phase out due to technology improvement, etc. Perform technical review of work performed by lower graded equipment management specialists, as assigned, assisting in the resolution of the more difficult and complex problems and providing guidance on other routine matters.

  • Shares in the responsibility for a sound industrial safety program is required to comply with all applicable Nuclear Surety and safety directives. Unsafe conditions are to be promptly reported to the immediate supervisor.
  • The SM, IPT leader, as applicable, will provide an annual appraisal rating input to the functional supervisor for consideration.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and /or overtime.
  • PHYSICAL DEMANDS: The work is performed sitting at a desk although it may involve some walking to attend meetings or conduct site audits at other offices and worksites. No special physical exertion is required.
  • WORK ENVIRONMENT: The work is performed in an office setting with adequate lighting, heat and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions.
  • This is a Nuclear Deterrent Mission position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Service Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for the GS-1670, Equipment Services series. GS-09 SPECIALIZED EXPERIENCE: Applicants must at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-07) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in their resume. An example of creditable specialized experience includes: administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment; providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related; with a major study in the manufacture, repair or maintenance of equipment. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must at least one year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-9) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in their resume. An example of creditable specialized experience includes: administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment; providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment; knowledge of a wide range of concepts, principles, and practices in the occupation, or those concepts and principles characterized as requiring extended specialized training and experience, and skill in applying this knowledge to difficult and complex assignments. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, with a major study in the manufacture, repair or maintenance of equipment. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. Applicants eligible under the VRA appointing authority may be appointed to any grade level for which qualified up to GS-11 or equivalent. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific weapon systems/equipment and sill in applying this knowledge to difficult and complex assignments. Knowledge of and skill in Total Quality principles, practices, methods, and procedures. Skill in identifying and analyzing complex technical problems and developing innovative solutions. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician. Skill in developing interpersonal relationships, maintaining good working relationships and working cooperatively as a member of a team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor.
