The primary purpose of this position, EQUIPMENT SPECIALIST, NH-1670-03, is to plan, manage, and accomplish technical order acquisition modification and sustainment management tasks for Program Offices.
Duty Title: Equipment Specialist (Fighter Aircraft)
Duties
Plan and manage the acquisition, modification, and sustainment of technical orders to operate and maintain Fighter (F-15, F-16, F-22, or F-35) weapon systems for programs assigned to the Systems Program Office (SPO).
Assist in review and preparation of documents for Fighter Aircraft technical manual planning and support including, but not limited to, Program Management Plans, Integrated Logistics Support plans, Program Management Directives, Specification Interpretation Documents, Technical Manual Contracts Requirements, Technical Order Lifecycle Verification Plans and Military Specifications to ensure accuracy, adequacy, authentication, safety, and usability.
Initiate, participate in, and/or chair meetings and conferences with SPO, contractor personnel, and others to identify potential support problems, discuss and resolve problems, and coordinate technical manual management activities related to assigned programs.
Serve as the representative on joint Government and Fighter aircraft panels.
Initiate, discuss, and resolve problems diplomatically.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements Equipment Service Series 1670. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Undergraduate Education: Major study -- any field of study in an accredited college or university.
Graduate Education: Major study -- fields related to the position to be filled.

Experience
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
Reviewing and applying technical specifications and requirements.
Analyzing equipment and forecasting spare parts requirements.
Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing, integrating, and implementing solutions to diverse, highly complex problems across multiple areas and disciplines; guiding motivating, identifying and optimizing resources to accomplish multiple program goals; promoting and maintaining an environment of cooperation and teamwork; data collection and management techniques and analysis techniques required to provide input to decision makers. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: 4-year course of study leading to a bachelor's degree in any field. This education has been obtained in an accredited college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth understand of Fighter (F-15, F-16, F-22, or F-35) technical publication acquisition and management policies/requirements.
Technical background/education and experience in Fighter (F-15, F-16, F-22, or F-35) flight crew operations, pilot interface, aircraft support, and training equipment maintenance.
Ability to conduct conferences, present plans, discuss policy and resolve problems diplomatically.
Skill in applying technical judgement to properly determine fighter flight manual technical publications requirements for day to day flight operations.
Ability to prepare presentations and communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
