You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/PERFORMANCE MANAGEMENT in the Labor and Employee Relations Division Business Directorate of NAVFAC SOUTHWEST. SALARY: GS:11 $82,633 - 107,421 GS:12 $ 99,044 - $128,752 This is a RE-ADVERTISEMENT of Announcement Number: ST-12488599-24-DSD. Duties

You will manage and administer Command ­wide programs to include but not limited to management inquiries, telework, leave administration, civilian awards and recognition, and performance management. You will provide authoritative advisory service to senior leaders and management officials, investigating officers (IO), Human Resources Specialists, and Office of General Counsel (OGC) on the investigations and associated laws, rules, regulations. You will prepare recommendations to significantly change or modify the program under your responsibility and translate new legislation into program goals and objectives. You will will be responsible for maintaining investigation tools, providing updates to appropriate personnel, leading investigation update meetings with Command leadership as needed, and tracking after action requirements to ensure completion. You will develop plans, procedures, policies, and other documents required to assist line managers with their Human Resources Management responsibilities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 or pay band in the federal service or equivalent experience in the private or public sector 1) Providing guidance and interpretation of concepts, principles, laws, and regulations to management in the areas of Employee Relations and Performance Management; 2) Assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Providing guidance and consultation to command leadership and management on a variety of Employee Relations (ER) program matters and management investigation requirements; and 4) Planning, organizing, and conducting research on complex legal problems that involve areas of uncertainty, approach, methodology, or interpretation to identify appropriate courses of action. Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or
