This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Human and Food Animal Food Operations (OHAFO-West), Human and Animal Foods West Division 4. This position performs analytical assignments requiring the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.
Duties
Analyzes and evaluates the management practices, methods, and administrative operations.
Prepares comprehensive reports of findings and recommendations.
Reviews and evaluates managerial policies and procedure to determine gaps where additional guidance is needed.
Formulates and recommends additional policies and procedures or modifications to existing guidance.

Qualifications
The position of Management Analyst falls within the 0343 occupational series. To qualify for this position at grade GS-13, you must meet Time-in-Grade requirements by 11:59 pm EST on 08/22/2024.
Time-in-Grade Requirement: Applicants (including individuals applying under the Veterans Employment Opportunity Act (VEOA)) who are applying for a promotion and held a GS position under nontemporary appointment in the competitive or excepted service in the executive branch within the previous year must meet time-in-grade requirements. To meet time-in-grade, you must have completed a minimum of one year, in any position in the Federal service, at the GS-12 grade level.
You must submit an SF-50 that demonstrates you meet this requirement. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you have one year of time-in-grade. Multiple SF-50s may need to be submitted to demonstrate time-in-grade is met. See the Required Documents section. Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Specialized Experience:
GS-13: To qualify for the GS-13 grade level, applicants must possess one (1) year of specialized experience equivalent to the next lower grade of a GS-12 or equivalent band level of responsibility in Federal Service which includes experience: analyzing and evaluating management practices and methods, and administrative operations to identify deficiencies and recommend solutions; Compiling data from a variety of data sources to prepare complex administrative and management reports; Evaluating and reviewing managerial policies and procedures to determine gaps where additional guidance is needed; Formulating and recommending additional policies and procedures or modifications to existing guidance to improve managerial operations.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
