This position serves as the Administrative Officer for the Clinical Contact Center (CCC) within the VISN5 VA Health Care System. Primarily, the Tele-Emergency Care section of the CCC. Functions of the Administrative Officer include planning, staffing, directing, budgeting, ensuring the development and tracking of outcomes, ensuring evaluation and tracking of the program.

Duties
Promotion Potential: The selectee may be promoted to a GS-9 without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties include but not limited to:
Coordinates Human Resource activities for the CCC (primarily Tele-EC) including staffing, and trains and provides guidance to supervisors regarding staffing, performance management, competencies, coordinating telework and other human resource policies and practices.
Provides oversight into the administrative aspects of the CCC. Reviews and audits procedures and practices to ensure compliance.
Maintains and manages SOPs, memorandums and policies, ensuring documents are reviewed timely, updated appropriately, and uploaded for accessibility.
Assists in developing recommendations and solutions for process/program improvement, and compliance with established standards and reports.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify for a GS 7 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes knowledge of office management or program management that involves planning, staffing, directing, and/or budgeting; coordinating administrative support activities (i.e., approve meeting minutes and agendas, etc.); monitoring/tracking programs or processes; and assisting with resource management responsibilities (i.e., allocating space, time, equipment for daily use of staff, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of 1 full year of graduate level education OR superior academic achievement. NOTE: This education must have been obtained at an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year and specialized experience, as described above, which meet the total experience requirements for this grade level.
