You will serve as a FINANCIAL MANAGEMENT ANALYST in the Navy International Programs Office (NIPO) of NIPO FMS FIELD OFFICE.

Duties

You will process funding execution documents using appropriate financial management systems. You will monitor obligations and expenditures, ensuring financial accounts are balanced against plans and established benchmarks. You will perform or advise on work in any of the phases or systems of budget administration. You will advise, assist and analyze related accounting and financial management transactions. You will analyze and evaluate continual changes in program plans, objectives and funding and their effect on financial and budget programs. You will develop, determine and interpret budgetary policies/practices, and perform Budget Execution Validation (BEV) on monthly basis.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Position requires incumbent to attain DoD Security Cooperation Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect. 384.
  • Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position.
  • This is Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
  • Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-11) or (NH-02) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying qualitative and quantitative analysis to interpret interrelated financial reports and documents; Utilizing planning, programming, budgeting and execution processes to prepare budget input and exhibits; Designing and implementing programs that support mission requirements and customer needs and provide methods of evaluation of the programs; and Researching, interpreting and applying rules, regulations and procedures within programs.
