Duties

Provides guidance on the development and implementation of enterprise priority programs, such as the Warehouse Management System (WMS), contd. the Distribution Standard System (DSS), the Vendor Shipping Module (VSM), and other applications supported by the Portfolio. Provides IT systems analysis/engineering support and expertise for the overall strategy, formulation, oversight, rationalization and guidance for the implementation and deployment of warehouse management contd. and transportation software applications and systems (such as WMS, DSS, and VSM), and other DoD-wide enterprise business capabilities. Utilizes advanced computer architectures and hardware in combination with Commercial Off the Shelf (COTS), Government Off the Shelf (GOTS), warehouse management software, transportation software, and understanding Audit Controls. Advises teams of functional analysis and IT professionals in the planning, designing, training, initial fielding, operation, and maintenance contd. of the specific applications supported and DoD business information technology systems in general. Areas of responsibility includes requirements development, integration, independent verification and validation, deployment, software effectiveness assessment, contd. and new business application and engineering concepts with a focus on gap analysis and system deployment. The incumbent must have a clear understanding of applicable audit readiness end-to-end processes within a process management functional area contd. - to include manual and system processes and their associated internal controls. Develops and manages contracting processes and procedures, reviewing, preparing, and submitting contracts for bid and monitoring contract performance. Provides guidance on the development and implementation of SAP Modules such as ERP Central Component (ECC), Enterprise Warehouse Management (EWM), contd. Transportation Management (TM) and other SAP Modules supported by the Portfolio.

Qualifications

To qualify for an IT Specialist (APPSW/SYSANALYSIS), your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge and expertise in one or more of the following areas: cloud platforms, LowCode Platforms, DevSecOps,API's, ERP, Identity and Access Management, Digital Innovation and Modernization will be preferred. Experience in providing advice, recommendations, strategies, technical oversight, coordination, and conducts analysis, technology assessments, analysis of alternatives, architecture and design activities, project planning, roadmaps, justifications, and evaluations with emphasis upon Digital Business Transformation (DBX), Digital Innovation, COTS, ERPs, technology capabilities, requirements assessment, system/component design, development, systems engineering, software modernization strategies and methodologies, data engineering, and testing methodology. Experience in developing and performing briefs to senior leaders and providing expert guidance to Program and Portfolio Managers and technical personnel. Experience in ensuring rigorous application of systems engineering and architecture frameworks and methodologies, compliance with cybersecurity, DoD and DLA policies, principles, and knowledge in software modernization practices to the delivery of application software services. Experience in coordinating the efforts of a groups of technical personnel, management, and stakeholders who translate critical end user requirements into software system design specifications. Experience in identifying and writing requirements for any acquisitions needed for development and operation of services, hardware, software, and telecommunications environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
