About the Position: This position administers, controls, and coordinates the installation drug and/or alcohol testing and training programs in accordance with DoD and DA directives and policies. This position will be filled on a permanent basis.

Duties

Manages all aspects of the drug and/or alcohol-testing program. Serves as technical advisor to Commanders and Civilian/Military Supervisors. Develops, prepares and submits budget estimates to ensure drug and breath-alcohol testing continuity. Provides training in all classes dealing with drug and/or alcohol testing. Ensures the substance abuse programs and urinalysis collection procedures of all units are inspected. Reviews Forensic Toxicology Drug Testing Laboratory (FTDTL) discrepancies and initiates corrective action. Follows chain of custody procedures and other regulatory requirements and ships and/or supervises the shipment of specimens to the Forensic Toxicology Drug Testing Laboratory (FTDTL). Conducts drug test collections in accordance with Department of Health and Human Services, Department of Transportation and Army Regulation 600-85.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be certified by the DA DTC Certification Course within 9 months of assuming their duties.
  • One year probationary period may be required.
  • Position requires temporary duty or business travel of approximately 5% of the time.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Sociology, Biology/Chemistry. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
