You will serve as a Training Specialist in the Naval Education and Training Command of SURFCOMSYSTRNCMD SAN DIEGO.

Duties

You will advise on all matters pertaining to training to include training functions, curriculum development, and testing programs. You will maintain master files for all the training materials for which they have cognizance. You will review and evaluate curriculum materials for technical accuracy and accomplishment of objectives. You will monitor and/or update appropriate instructions and databases with regard to training requirements, testing programs, and quality of training. You will provide guidance and support for planning, resources and administrative efforts needed.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Review and correct designed, developed training courses and material submissions to meet procedural requirements to evaluate training program effectiveness; 2) Evaluate effectiveness of existing programs, revise ongoing programs, establish guidelines, support subordinate staff to develop and implement new training; 3) Ability to implement directives as they relate to instructional systems of education and training commands and; 4) Perform, train staff, and identify shortfalls in implementation of instructor certifications/evaluations, trend analysis of instructor evaluations, preparation of evaluation reports, performance improvement recommendations, and program effectiveness. Specialized experience must demonstrate the following: 1) Design and develop training courses and materials to evaluate training programs of conventional and established training method techniques and tools; 2) Determine the alternative for delivery of training and instructional technology such as interactive courseware, distributive learning, and computer-based training; 3) Design and develop training course materials, techniques, and tools, to include educational developments in the field; and 4) Perform instructor certifications/evaluations, conduct trend analysis of instructor evaluations, prepare evaluation reports, and recommendations. Have successfully completed a Ph.D. or equivalent doctoral degree in Education or a subject area related to the position to be filled.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree in Education or a subject area related to the position to be filled.
