You will serve as a PUBLIC AFFAIRS SPECIALIST of NAVY PERSONNEL COMMAND.

Duties

Provide public affairs advice to command leadership and managers to support transformation outreach and engagement. Develops forward-thinking plans that promote understanding of and support for the command's mission. Aligns internal and external communication plans, and products to deliver a cohesive message to target audiences. Develops after action reports, command operations reports and other assessments that detail the effectiveness of communication programs. Evaluates the impact and effectiveness of communication plans and advises leaders on potential reactions to proposed statements, actions or programs. Develops and produces multichannel communication products to include digital and online channels to reach targeted audiences. Writes feature stories and articles concerning leadership's strategic message to the workforce and prepares talking points and speeches for internal engagements.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing public affairs advice to command leadership and managers to support transformation outreach and engagement; 2) Develops forward-thinking plans that promote understanding of and support for the command's mission; 3) Develops after action reports, command operations reports and other assessments that detail the effectiveness of communication programs; 4) Writes feature stories and articles concerning leadership's strategic message to the workforce and prepares talking points and speeches for internal engagements; and 5) Evaluates the impact and effectiveness of communication plans and advises leaders on potential reactions to proposed statements, actions or programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
