Duties

This supervisory position is responsible for overseeing all of SBA's budgetary authority, including apportionments allocation and spending, managing and enhancing the Agency's budget internal processes, tools and reporting analytics, building relationships with SBA's program leadership, OMB, and Congress to provide direction and technical guidance related to budgetary issues, as well as fostering a culture of strategic budget planning and innovation, managing funding scenarios considering fiscal uncertainties, and enhancing the fiscal stewardship of Agency resources and taxpayer dollars by leveraging data and outcomes. As a Budget Officer, GS-0560-15, you will be responsible for: Serving as technical authority on the Federal budget process and matters of budgetary law, regulation and policy for the agency. Directing the development, facilitation, coordination and implementation of a comprehensive budgetary program covering all phases of the budgetary process agency-wide including budget formulation, presentation, and execution. Ensuring the budgetary/programmatic process is accomplished in accordance with the Government Performance and Results Act (GPRA), implementation guidance, governmental laws, regulations, policies, and procedures to include Congressional mandates, the Federal Credit Reform Act, and Office of Management and Budget (OMB) Circular A-11. Assigning and supervising work and evaluates performance of subordinate staff.

Qualifications

Specialized Experience for GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: planning, directing, and monitoring a broad, complex budgetary program involving budget formulation, presentation, and execution; and overseeing the development and implementation of budgetary policies, programs, and systems in accordance with the Government Performance and Results Act (GPRA), government laws, regulations, policies to include the Federal Credit Reform Act and OMB Circular A-11; and managing budget submissions to senior management of large organizations; and experience overseeing funds control and apportionment processing; and serving as the technical authority on budgetary matters, including providing technical and administrative direction to others. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled All qualification requirements must be met by 11:59 pm (Eastern Time) on 08/23/2024.
