About the Position: This position is located at the Navy Hospital in Pensacola FL. The incumbent serves as a financial analyst who provides civilian payroll processing support and account closeout of prior year documents.

Duties
Analyze and reconcile a variety of accounts and financial transactions within multiple systems.
Provide accounting analysis and transactional support to the Budget, Material Management, Performance Analysis and Evaluation departments in support of procurement, budgetary (PPBE), and cost accounting processes.
Run daily and non-daily accounting reports (Daily and Non-Daily Accounting), analyze, research, correct and maintain documentation for audit.
Review various sources of procurement and financial data such as SharePoint lists, Access Databases, Standard Procurement System (SPS),?GFEBS?ERP,?and GFEBS?Business Intelligence (BI) to track and evaluate new and aged commitment items.
Time and Attendance – Works independently as a Customer Service Representative in direct support of the civilian employee payroll accounts.
Creates reports for leave availability, missing timecards, and invalid transactions for a segment of the overall Defense Civilian Payroll System (DCPS) program.
Employee provides technical assistance and training to all activity timekeepers and certifiers regarding the operation and setup of the on-line DCPS and?ATAAPS.
Reviews, verifies, and processes a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits, other deductions, and master payroll record information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a financial Management level 2 Certified position the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F- Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program. Certification Level 2: Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Failure to obtain this certification within the required 2 years may subject the incumbent to adverse action.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- One year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes 1) utilizing automated systems to process civilian timecards and payroll; 2) drafting reports to provide leadership with status of payroll processing; 3) identifying and resolving issues such as employee inquires and/or processing errors.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as business administration, accounting, or finance. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
