About the Position: This position serves as a Financial Specialist for the U.S. Army Security Assistance Command. The Army's Face to the World, the one-stop focal point for Army FMS, and the international partner of choice in U.S. Security Assistance.

Duties

Compile financial statements required by local budget, supply management, and/or higher headquarters activities. Monitor unliquidated obligations to effect financial management relative to the cash position and integrity of the funds. Serve as a technical advisor directing the accomplishment of funding within a prescribed program. Revise existing financial policy for improved management of the foreign military sales (FMS) process. Participate in conferences with financial representatives to determine mission policy or procedures.

Requirements

  • Must be able to obtain and maintain a secret security clearance.
  • Percentage of time to be spent TDY is up to 5%.
  • The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level.
  • This is a Financial Management Level 2 Certified position.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes reviewing work methods and operations with a view toward financial improvements; interpreting regulatory financial controls to ensure compliance; and identifying desirable financial data and documenting recommendations to staff members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
