The incumbent provides technical and program support on all administrative and management functions including but not limited to: planning, programming, assessments, inspections, budgeting, training, data processing, personnel, equipment, property and logistics management, reporting and general clinical office management. Incumbent is responsible for tracking financial, personnel, supply, contracting, procurement and other administrative transactions for the Medicine Service Line.

Duties

Duties include but are not limited to: Assists management and technical subject matter experts in various subunits with collecting data and metrics that are leveraged within a variety of operational reports that support the section and/or the combined organization's routine needs. Extensive guides in the form of instructions, manuals, regulations, and precedents apply to the work. Typical guidelines include a wide variety of VA, VHA and VISN regulations and directives and operating procedures pertaining to programming needs. Utilizes knowledge of Veterans Health Information Systems and Technology Architecture (VistA), Computerized Patient Record and System (CPRS), Pyramid Analytics, PowerBI, or other analytical software sources to enter, search, edit, and/or extract data and information. Serves as liaisons between Medicine Service and the following offices: Central Business Office, Group Practice management, UAMS resident/student conference referrals, and other areas on behalf of the Section Chief. Provides a wide variety of administrative support duties in support of the overall administrative functions of the office, such as, records management, time keeping, training coordination, travel orders, and personnel actions; maintains a perpetual inventory of office supplies; arranges for equipment purchasing, moving and disposal; coordinating with vendors to obtain cost estimates for potential contracts and working with Contracting Officers Representative (COR) as part of the procurement team; preparing justifications for office equipment and furniture; and preparing estimates to be used in projected operating budgets for supplies, and equipment. Prepares recurring or ad hoc reports or other administrative duties for computer systems and services as assigned. Acts as work order owner for the service submitting all electronic work orders through Maximo, tracking all orders to ensure completion in a timely manner Serves as the focal point for processing organizational policy and process actions. Performs time keeping and related duties, using an automated reporting system; ensures proper labor mapping in DSS; prepares correspondence for employees requesting advanced annual and sick leave. Ensures appropriate approvals are entered into the Electronic Time and Attendance (ET&A) system within the established timeframe. Ensures all timecards are accepted and transmitted in a timely manner to the payroll processing center. Responsible for preparing corrected timecards when required and obtaining the approval in a timely manner. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy. Responsible to be safety conscious, to be adept to recognizing hazardous conditions and to do what is possible to eliminate or assist in eliminating these conditions or, if that cannot be done, to work safely within them, to avoid committing unsafe acts and to be watchful of the safety of employees for mutual protection. Follows all relevant safety and health standards, local directives and other requirements as established by the organization. The employee shall also support this facility's mission to be a good environmental steward by consciously reducing the impact on our environment. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade Gs-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing a full range of administrative support to an executive team that include tracking, following up on actions, composing and typing confidential correspondence, monitor a data base and able to work independent and makes decision with minimal supervision. NOTE: This experience must be supported by your resume to be creditable. You will be rated on the following Competencies for this position: Administration and ManagementAnalytical ReasoningComputer SkillsCritical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, but may require periods of standing during presentations, briefings, speeches, health fair activities, etc., although some slight physical effort may be required.
