About the Position: The Security and Law Enforcement Office organizes required law enforcement liaison, anti-terrorism/force protection, physical security, information security, personnel security and operations security to provide advice, assistance, and management oversight for the protection of the District assets and personnel.

Duties

Research and recommend a variety of physical security equipment. Prepare statements of work for a variety of physical security systems and equipment. Conduct risk analysis and physical security inspections and prepare physical security inspection compliance reports. Ensure physical security protection of USACE assets against theft, sabotage, terrorism, loss or other criminal acts. Provide technical expertise to engineers for projects with a security nexus. Provide technical guidance and oversight of contracted security guards. Assist in the development of long and short-range goals and objectives for the Protection Program. Participate in the development and implementation of an integrated protection and physical security policy. Manage the Visitor Management System, Visitor Vetting program and Key Control programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Secret Clearance. A background investigation and credit check are required.
  • This position requires Security Fundamentals Professional Certification (SFPC) within their first two years.
  • This position requires the completion of a pre-employment Physical Examination.
  • This position is subject to a pre-employment drug screening, and random testing thereafter

To Qualify for placement at the GS-09: Qualified applicants must describe in their resume at least one year of specialized experience equivalent to the GS-07 level in federal service with inspecting facilities with intrusion detection devices and assessing vulnerabilities. - OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement for placement at the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). To Qualify for placement at the GS-11: Qualified applicants must describe in their resume at least one year of specialized experience equivalent to the GS-09 level in federal service with intrusion detection devices, assessing vulnerabilities, and recommending adjustments to plans, or procedures, or equipment. -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for placement at the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
