This position is located in the Security and Continuity of Operations (NN) organization of the Chief Administrative Office (N), Bonneville Power Administration.
The purpose of this position is to provide direction and leadership to all activities associated with planning, directing, managing, controlling, and monitoring the overall Security, Continuity of Operations Program of the Bonneville Power Administration's office facilities and associated critical infrastructure.
Duties
Temporary Promotion (BPA-only): This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.
If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120-day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.
As a Security Officer, you will:
Serve as the CSCO and a member of the Chief Administrative Officer management team and is a key policy formulator and decision-maker for long- and short- range strategic planning in support of the overall Bonneville mission.
Set strategic policy and direction for BPA-wide programs resulting in accomplishing Key BPA Targets.
Employ proactive leadership to reduce BPA risk exposure security and business continuity issues.
Make major recommendations and decisions which have a direct and substantial effect on the organization and program elements managed.
With respect to Security and Continuity of Operations, determine and allocate necessary organizational resources, including staff and funds, and is solely responsible within the organization for their effective and efficient utilization in support of organizational and functional responsibilities.
Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate.
Represent Security and Continuity of Operations, the Chief Administrative Office, and/or the BPA in working directly with executive-level personnel, managers and staff in BPA, DOE HQ, and other Federal agencies; public and privately-owned utilities, manufacturers and providers of goods and services utilized by BPA; professional groups and organizations; and any appropriate regulatory organizations.
As the BPA CSCO, manage or participate actively in committees and working groups involving consideration of security and continuity of operations policies, procedures, and issues.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service.
Specialized Experience for this position is defined as:1) providing independent oversight on policy development, technical assistance, education and training for enhancing the security and resiliency of an organization's critical infrastructure; 2) providing leadership with planning, directing, managing, and controlling the overall security and continuity of an organization's security and emergency response programs; 3) directing the strategy for protecting an organization's workforce, operational systems, and overall critical assets used to carry out an organization's mission; and 4) developing partnerships with public and private utility organizations that are critical in supporting an organization's security systems and programs (e.g., emergency response planning, exercises, etc.).
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
