This position is part of the U.S. International Development Finance Corporation (DFC), Office of External Affairs. As an Administrative Officer you will be responsible for monitoring and assisting with the management of program resources and activities, including budgets, financial matters, procurement and contract management, and other administrative areas within the office.
Duties
As an Administrative Officer, you will:
Provide day-to day support to the office staff assisting hiring managers with personnel actions and hiring activities; training and workforce development programs; internal controls; information technology support for program and business applications; general activity tracking and reporting; and standard operation procedure development and management.
Work with the office's senior staff to identify methods of improving the overall efficiency, effectiveness, and performance of the office in all areas including business process improvement, and general management programs or initiatives of strategic significance to the office.
Work with the office leadership to project annual procurement needs related to external affairs activities, identifying areas for competitive sourcing or cost savings.
Serve as the Contracting Officer's Representative (COR), acting as the primary liaison between the Contractor and the Contracting Officer; monitoring and evaluating the contractor's performance, preparing reports of findings, maintaining working files for the assigned contractual instrument.
Oversee the procurement of supplies and services acquired with Federal funds and in accordance with Federal procurement regulations.
Complete training requirements to maintain certification for Level II COR certification in order to review and approve contractor invoices.
Provide operational guidance to the department senior leadership in the formulation and development of the department's operational budgets.
Provide financial management support including generation of obligation documents, ensuring appropriate expenditures and spend down of accounts in accordance with planned budget with the advice and consent of department leadership.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates:
(1) Experience applying administrative regulations and policies related to budgeting and acquisitions including contract modifications and securing new contracts;
(2) Experience managing, coordinating, drafting and reviewing policies and procedures documentation including working with subject matter experts;
(3) Experience consulting and providing advice on administrative, workforce training programs, budget, records management, and procurement policies, procedures, and requirements to all levels of management;
(4) Experience using computer databases and variety of software related to budget management and acquisitions in order to retrieve, maintain, and update data for overall tracking; AND
(5) Experience providing operational guidance to the department senior leadership in the formulation and development of the department's budgets, acquisitions planning, and contractor management.
Note: Education is not substitutional at this grade level.
