This position is responsible for the overall coordination of office operations of Health Informatics Governance (HIG) and is responsible for the smooth and efficient operation of the processes and procedures and has delegated authority in areas related to staff operations and organizational function of HIG.
Duties

Supervises administrative functions for HIG. This includes interpreting administrative policies, developing and implementing organizational policies, defining administrative requirements and/or providing advice to management on related issues.
Performs analytical, budgetary, contracting, personnel and human resource actions.
Prepares budget formulation, justification and execution; financial management and financial reporting within HIG.
Provides advice and assistance to the Executive Director, HIG on the documentation and justification required for requisitions.
Performs duties to support the full range of human resource requirements for HIG Execustive Director.
Contracting Officer's Technical Representative (COTR) for contracts maintained by the HIG office.
Liaison to the Digital Health Business Support Operations.
Incumbent undertakes and/or participates in special projects, ongoing analysis, investigations, and initiatives assigned by the HIG Executive Director which have a high priority for high level management.
Manages and/or prepares responses to correspondence in an organization. Manages and coordinates correspondence for the entire HIG office and independently determines how to handle incoming requests; determines those items that can be handled personally, forwarding and assigning the tasks to others within the HIG unit.
Leads and coordinates other staff to develop appropriate responses.
Researches and writes letters in response to inquiries on own initiative as well as at the request of the Executive Director, HIG.
Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, resource utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems and similar functions of management.
Liaison to HIG Executive Director for short and long range strategic planning on administrative and operational matters
Applies a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long range goals of HIG.
Reviews HIG productivity within Program areas to ensure that HIG Director's performance metrics are met and that the organization meets its stated goals, and identifies areas where operational efficiency can be enhanced.
Directs the capture; reporting and analysis of statistical data related to the organization's operations and directs or personally performs studies regarding this data.
Acts as primary liaison or handles the communication with persons and/or groups within and outside of an organization or office, exercising full commitment authority.
Plans and/or supports committee, boards, symposia or conferences. Recommends or determines membership which frequently includes experts from outside the organization.
Researches and/or analyzes problems, issues or program requirements. Incumbent provides expert analysis and advice on complex program issues.

Work Schedule: Required to work Monday through Friday, 8:00 am - 4:30 pm

Telework: Available (applicant is required on site 50% of work schedule per pay period)
Virtual: Employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience Requirement: Possess one year of specialized experience equivalent to at least GS13 in Federal Service that typically includes, but is not limited to, the following specialized experience examples.

Physical Requirements: Work is typically performed in an adequately lighted and climate controlled office. May require occasionaltravel as well as off-site training, conferences and meetings.
