Duties

As a HR SPEC (Employee Benefits), GS-0201-9, you will: This position is located in the Human Resources Office (HRO). The primary purpose of the position is to provide technical, procedural and evaluative assistance in the area of employee benefits for both Army and Air National Guard organizations. Accomplishes work through the use of an automated personnel system.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Required to obtain and maintain a secret security clearance.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

Specialized Experience: 1-year specialized experience in the knowledge, skills and abilities listed below. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. --Knowledge in applying fundamental HR management methods, principles and practices and standardized analytical, and evaluative methods and techniques to advise on and or resolve moderately complex, non-controversial and/or recurring workers' compensation, employee benefits, and retirement issues and problems for which there are one or more readily apparent solutions; to advise, assist managers and employees; to apply rules and regulations; and to research and analyze policy regarding a variety of HR issues. --Skill in interpreting and analyzing basic issues of fact and law. --Knowledge of other HRO specializations, i.e. Recruitment and Placement, Classification, Human Resources Development, Employee Relations, Labor Relations, etc., for purposes of interacting and resolving specific issues. --Knowledge to perform management advisory services and/or make informed judgments on specific retirement, worker's compensation, and leave issues/cases. --Knowledge of the organizational structures of the ARNG and ANG. --Skill in communicating both orally and in writing sufficient to develop and present findings and determinations to management and employees to gain acceptance and understanding of findings and recommendations.

Education

Substitution of Education for Specialized Experience: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
