This position is located in the Northern Plains Regional Human Resources Office. The incumbent provides technical expertise on simple to complex labor-management and employee relations issues, including third party proceedings before the Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), binding arbitration hearings, performance and conduct based actions, performance management program and other related ER/LR programs.

Duties

Reviews routine to complex, multi-issue and multi-party complaints or grievances and conducts personal interviews and other fact finding procedures to advise management if alternative and optional approaches to resolve situations. Develops and communicates interpretations on conduct-related decisions, rulings, appeals, guidelines and new or revised instructions to managers, peers, employees and employee organizations. Recommends solutions to labor relations problems and issues having significant impact on cost, production, or working conditions by working directly with union officials to develop and promote alternate resolution to dispute. Provides information and interpretation on employees conduct and performance management, benefits administration, and other work life programs, procedures, practices, policies, and guidelines.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serving as a consultant to management in the areas of Employee and Labor Relations using ER/LR concepts, principles, laws and regulations; providing guidance and responses to grievances and appeals, and resolution of grievances; assessing potential impact and precedent-setting implications of pending employee/labor disputes; advising managers on appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems. GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serving as managements chief negotiator in impact and implementation negotiations and advising management on negotiability issues; researching applicable laws, policies and case law and analyzing facts to advise management on employee relations and labor relations matters; providing advice and assistance to management representatives on the technical aspects of personnel administration during formal hearings, grievances, and appeals. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
