This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number NGD104200 and is part of JFHQ-HRO. This is a Title 32, Dual-Status position. AREAS OF CONSIDERATION: Members of the South Dakota Army National Guard.

Duties

As a HUMAN RESOURCES SPECIALIST, GS-0201-09, you will: This position is located in the Human Resources Office (HRO). The primary purpose of the position is to provide technical, procedural, and evaluative assistance in the area of employee benefits, performance management, and/or compensation for both Army and Air National Guard organizations. Performs work in one or more of the above human resources specialties. Accomplishes work through the use of an automated personnel system.

Requirements

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED:This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Enlisted are eligible to apply. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have 1-year specialized experience equivalent to at least the next lower grade in the competencies/knowledge, skills and abilities (KSAs) listed. Specialized experience is experience that prepared the applicant to perform the duties of the position. Must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. - Knowledge of in applying fundamental HR management methods, principles and practices. - Skill to interpret and analyze basic issues of fact and law. - Knowledge of the organizational structures of the ARNG and ANG. - Skill to communicate both orally and in writing sufficient to develop and present findings and determinations to management and employees to gain acceptance and understanding of findings and recommendations.

Education

The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience.Education at the graduate level in an accredited college or university in the amounts shown below meets the requirements for positions at GS-9 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • Master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related
