The primary purpose of this position is to serve as a Community Service Analyst recommending policy and standards and performing staff work which leads to the effective management of various programs within the Community Services Flights at Air Force (AF) installations within multiple Major Commands (MAJCOMS).

Duties

Serves as a program specialist for Force Support Squadron (FSS) Community Services programs within multiple MAJCOMs. Establishes, defines, and implements requirements for community services programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Conducts periodic staff and technical assistance visits to AF installations to evaluate and assess the quality of operations within Community Services flights and related support activities. Prepares special studies and projects related to community services programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes I have, or within 120 days of the closing date of this announcement will have, at least one year of specialized experience at the next lower grade (GS-11) in Federal service or equivalent in other pay systems. Specialized experience includes monitoring and reviewing programs and business operations, resolving any funding issues and assist management on strategic planning to identify training and financial needs, establish requirements for community services programs to ensure operations are in line with regulatory requirements, evaluate existing policies and procedures for compliance, prepare special studies and projects related to community services programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in applying analytical and evaluative methods and techniques to assess efficiency and effectiveness of community services programs. Knowledge of AF standardized procedures and requirements that affect community services programs. Knowledge of Force Support functions, programs, and organizational structures. Skill in written and oral communications to prepare written guidance and decisions, to explain, and/or defend decisions to other AF staff agencies. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission. Ability to develop program objectives to meet emergency, changing program, or budgetary requirements within available resources and with minimum sacrifice or quality or quantity of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
