You will serve as the Administrative Officer with the Primary Care services for the Jonathan M. Wainwright Memorial VA Medical Center, located in Walla Walla, Washington.

Duties

Serve as a liaison between the Executive Leadership, the Medical Staff, and all other clinical staff. Assist in implementation of clinical policies and programs. Provide support in identifying, planning, coordination, and execution of administrative policies, programs, and operations of clinical programs of the General Medical Staff. Advises Executive Leadership on all aspects of clinical operations and serves as a member of the management team in the assessment of current clinical operations and the development of new programs and policies. Develops strategies and assesses priorities to best meet patient healthcare delivery needs. Examine programs and make recommendations on expanding, contracting, combining, or realigning the program to best meet patient healthcare needs, while ensuring quality in the most economical manner. Perform staff support work in short and long-range planning efforts. Support in the develop and coordinating of internal review systems to assure that both clinical and administrative activities are compliant with agency, accrediting, and regulatory requirements. Participate in the recruitment and hiring efforts of medical staff which includes physicians, nurse practitioners, and physician assistants for the General Medical Staff. Assist with the development and implementation of programs and new organizational initiatives. Lead in policy formulation, planning, decision making and evaluation of special programs, cost-benefit analyses, workload tracking, and areas including the following: development of the organization's strategic plans; assisting Executive Leadership with development of specified joint strategic alliances between the Walla Walla VA, all affiliate, local, state, and federal, and private healthcare organizations in Central Washington, Oregon, Idaho, in VISN 20 and elsewhere as necessary. Direct, plan, program, and coordinate all functions of the organization and its subordinate sections involving administration, training, supply, maintenance, personnel, operations, public relations, facilities, safety, encompassing strategic planning, performance improvement, accreditation (Joint Commission and Commission on Accreditation of Rehabilitation Facilities (CARF), facility performance management, and risk management. Prepares and review reports involving clinical programs and make recommendations based on analysis of the reports and trends. Provide technical support for development and renewing of contracts for scarce medical resources and medical care contracts. Manage regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signs. Educate facility staff on administrative policies as requested. Handle communications with persons or groups within and outside of Primary Care Service. Responsible for submitting recruitment packages for positions across all Executive Leadership Services. Coordinate committees responsible for resource management to include Human Resources, Fiscal, and Executive Leadership at the Jonathan M Wainwright VA Medical Center. Perform other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 7:30 AM to 4:00 PM. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as some walking, standing, bending, or carrying of light items. Work Conditions: The work is performed in an office setting with adequate lighting and other facilities with no unusual health hazards. The incumbent observes normal safety precautions. May require occasional travel for purpose of training.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days from the closing date of this announcement, 08/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07: EXPERIENCE: You have one year of specialized experience equivalent to at least the GS-05 level or pay band in the Federal service that includes performing the following duties: conducting studies to assess the productivity, accuracy, and effectiveness of and administrative or clinical functions in the health care delivery system carried out by administrative or professional personnel to develop recommendations for improving the accuracy, reliability, or acceptability of further processes or services; assist in implementation of clinical policies and programs; support in the development of internal review systems; prepares and review reports; educate facility staff on administrative policies; communicate with persons or groups within and outside of the service. OR, EDUCATION: You have completed one (1) full year of graduate level education OR have a bachelor's degree with superior academic achievement. This education must have equipped you with the knowledge, skills, and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. OR, COMBINATION: You have some specialized experience equivalent to at least the GS-5 grade level but less than one year, and I have some graduate level education but less than one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% of the requirement for the GS-7 grade level. GS-09: EXPERIENCE: You have one year of specialized experience equivalent to at least the GS-07 level or pay band in the Federal service that includes performing the following duties: supporting a healthcare delivery system by applying specialized principles of primary care operations, or practices of health care management to achieve an effective and efficient administrative service in the health care delivery system or shaping the overall system policies, goals or objectives, work processes, and administrative operations of the organization; participate in the recruitment and hiring efforts of medical staff; manage regulations and instructions regarding access to computerized files and codes; provide technical support for development and renewing of contracts. OR, EDUCATION: You have successfully completed a master's degree or equivalent graduate degree OR I have two (2) full years of progressively higher-level graduate education leading to such a degree OR I have a LL.B. or J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work. OR, COMBINATION: You have some specialized experience as described in A but less than one year, and I have more than one year but less than two years of graduate education as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). GS-11: EXPERIENCE: You have one year of specialized experience equivalent to at least the GS-09 level or pay band in the Federal service that includes performing the following duties: applying analytical or evaluative methods and techniques to conduct studies concerning the efficiency and effectiveness of program operations carried out by administrative personnel, or administrative support functions (such as: budget, or personnel which serve to facilitate line or program operations) to develop new or modified work methods, organizational structures, procedures for administering program services, guidelines or automating work processes for the conduct of administrative support functions or program operations; lead in policy formulation, planning, decision making and evaluation of special programs, cost-benefit analyses, workload tracking, and areas including the following: development of the organization's strategic plans; assisting Executive Leadership with development of specified joint strategic alliances between the Walla Walla VA, all affiliate, local, state, and federal, and private healthcare organizations in Central Washington, Oregon, Idaho, in VISN 20 and elsewhere as necessary; direct, plan, program, and coordinate all functions of the organization and its subordinate sections involving administration, training, supply, maintenance, personnel, operations, public relations, facilities, safety, encompassing strategic planning, performance improvement, accreditation, facility performance management, and risk management. OR, EDUCATION: You have successfully completed a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, COMBINATION: You have equivalent combinations of successfully completed graduate level education (more than the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
