About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

The Administrative Assistant(AA)(GS09)/Officer(GS11) serves under the Executive Officer, managing and coordinating various staff actions and administrative functions across the Executive Office. The AA provides administrative support to leadership, facilitates meetings, and coordinates events and visits, ensuring professionalism and adherence to protocol. As the Administrative team leader of the Executive Office’s Administration Staff, incumbent manages workload of staff of GS-8 Office Secretary. Ensures quality and quantity of work, reviews work of subordinates and accepts, revises, or rejects work. Incumbent is the subject matter expert for administrative functions including time and attendance, travel, purchasing/billing, purchase card management, records management, inventory, personnel actions, correspondence, and training management. Writes recruiting and incentive plans including justification letters, job descriptions, and other supporting documents. Advises managers of changes in regulations and policies by higher authorities which affects the operation of the Executive Office. Provides administrative support to leadership, managing office resources, preparing reports, facilitating meetings, and maintaining accurate records of correspondence and staff actions. Under guidance, coordinates events and visits, including those involving distinguished guests and key stakeholders, ensuring adherence to protocol and effective communication. Under guidance, serve as liaison with external partners, supports tribal liaison efforts as needed, managing stakeholder engagements and the Distinguished Visitor Program to promote collaboration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-9 Specialized Experience: One year of specialized experience which includes experience (1) performing civilian personnel management functions, (2) drafting correspondence in accordance with standards, AND (3) using computers and software programs (All three must be WELL documented in resume at the GS-7 level or higher).This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes experience in three of the following four: (1) performing administrative oversight for an office; (2) creating and/or tracking personnel actions; (3) experience analyzing and problem-solving office and administrative duties and (4) utilizing civilian human resources procedures. (Your skills must be well documented in your resume at the GS-9 or higher level). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
