About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

Responsible for planning, policy development and implementation, coordination, and supervision of all administrative functions of Operations Division. Coordinates interface with District technical and administrative support offices both within the confines of the District offices and the eight operating projects under the responsibility of the Operations Division. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and establishes schedules for completion of work. Assumes a major portion of the administrative workload and responsibility, relieving the Chief, Operations Division of day-to-day and continuing financial, personnel, and administrative matters. Collects and compiles statistical and progress data on various Operations Division activities for use by the Chief, Operations Division and the District Engineer in connection with management or other studies. Works with managers and District administrative support offices to formulate and implement policies and procedures for budget and control of funds. Initiates the development and gathering of the Operating Budget for each section and facility account in Operations Division. Reviews, approves, and assists in preparation of documentation for all requests for personnel action. Assembles and formats data and analyzes and interprets trends and prepares narrative analyses to recommend courses of action and/or convey information to higher management.

For the GS-11: Specialized Experience: One year of specialized experience which includes experience in three of the following four: (1) performing administrative oversight for an office; (2) creating and/or tracking personnel actions; (3) experience assisting in creating and/or implementing a budget, and (4) utilizing civilian human resources procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12: Specialized Experience: One year of specialized experience which includes experience (1) performing administrative oversight for a large organization; (2) maintaining manpower documents; (3) administering the budget operation, and (4) utilizing civilian human resources procedures. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementBudget AdministrationCommunicationsLeadershipPersonnel and Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 for the GS-11 and GS-11 for the GS-12).
