The primary purpose of this position is to serve as target intelligence analyst conducting complex analysis and production in support of customer requirements.

Duties
DUTY 1:
Conducts research and coordinates collection. Performs detailed research and analysis of complex data sets to identify intelligence gaps and create corresponding collection requirements to more completely understand the adversary and assigned key intelligence questions.
DUTY 2:
Conducts complex target analysis and production. Conducts, with senior analysts support or oversight, complex target analysis and/or leads teams that fuse all-source intelligence reporting to satisfy a broad range of customer requirements.
DUTY 3:
Conducts engagement and outreach. Enhance customer engagement and client outreach as a subject matter expert in person or virtually for analytic topics at assigned organization/IC/DoD/DV meetings, presenting relevant, timely briefings and insight as required.
DUTY 4:
Serves as target intelligence subject matter expert. Recognized IC expert on assigned target area of expertise. Operates independently and/or leads teams, prepares and presents analysis on area of expertise as required.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below based on the Qualifications Standards developed for the DCIPS PILOT program.
This position is covered under DCIPS work level (WL) 2 and covers the GG-11 through GG-13 grade levels for pay purposes. The selectee's salary will be set within the salary range based on the selectee's qualifications in relation to the position as determined by the selecting official.
Full Performance - Work Level 2: Type of Experience and Education
Mandatory Requirement: Foundational Knowledge
-Must have at least a high school diploma or GED plus eight years of relevant experience, or an associate's degree plus six years of relevant experience, or a bachelor's degree plus four years of relevant experience, or a bachelor's degree or higher in one of the preferred degree plus two years experience. (Preferred degrees include engineering, mathematics, physical sciences, cyber, data analytics, life sciences, or social sciences)
Significant Weighting/Consideration: Relevant experience in:
-Employing intelligence methodologies/tradecraft; data collection/information systems; analytic tradecraft; multi-source intelligence data/information; intelligence analysis; foreign policy analysis; international relations analysis; geopolitical analysis; weapons analysis; and/or military analysis.
Moderate Weighting/Consideration: Relevant experience in:
Customer/partner interaction and collaboration.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Serves as Assistant Study Lead (ASL) for Target Systems Analysis (TSA) production supporting Air Operation Center's (AOC) Deliberate Planning (OPLAN, CONPLAN, Air Operations Directive (AOD), Air Tasking Order (ATO)) efforts.
Applies in-depth knowledge of adversary target systems to develop and recommend comprehensive targeting strategies to achieve Combatant Command (CCMD) objectives.
Applies knowledge of AOC processes enabling the effective execution of the Joint Targeting Cycle and Air Tasking Order (ATO) Cycle.
Applies knowledge of Kinetic and Non-Kinetic (Information Warfare) target development to identify adversary target system critical requirements and vulnerabilities to develop comprehensive targeting strategies.
Applies Knowledge of Intelligence Community and Defense Intelligence Analysis Program (DIAP) to leverage Joint Intelligence Preparation of the Environment analysis to inform targeting strategy development.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under
the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
2. This position requires Intelligence Community Advanced Analyst Program (ICAAP) certification. Employees will enroll in and complete ICAAP certification after meeting basic eligibility requirements (currently 4 years analytic experience in the IC or equivalent program experience in the national security arena and completion of entry-level training at home agency).
3. This position is designated as a key position IAWAFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
